The "Urban Design Implementation Plan, Horizon Year Policies" was drawn up on behalf of the City of Irvine and the Irvine Company by the Wallace, McHarg, Roberts, and Todd studio in 1977. It consisted of a series of methodological and design specifications that were intended to update, supplement, and complete the first urban development scheme of 1973, revised to cover a span of time whose horizon was set at 1985.

Thus the plan comprised a series of specific guidelines relating to the different aspects of urban development.

Additional indications with respect to the general plan and preliminary indications with respect to the executive plan.

In a concise and clear manner, a series of design solutions were presented that concemed making the most of the landscape, hierarchization of the road system and the design of streets, night lighting, public transport systems, residential complexes, building types, public spaces, vegetation, traffic signs, and urban furniture.
